Fix:

Step 1:
Add dependency to Maven pom.xml of your project.
     <dependency>
            <groupId>mysql</groupId>
            <artifactId>mysql-connector-java</artifactId>
            <version>5.1.38</version>
        </dependency>
Save pom.xml and wait for Maven downloads mysql-connector-java-5.1.38.jar to local repository

Step 2:
Execute the following command in Roo Shell:

roo> osgi start --url C:\Users\son\.m2\repository\mysql\mysql-connector-java\5.1.38\mysql-connector-java-5.1.38.jar
